Anthony J. Manley-Rook

Anthony Manley-Rook serves as the Administrative Director of IFS. He brings over 20 years of experience in treating children and adults. Mr. Manley-Rook received a Bachelor of Science degree in Criminal Justice, a Bachelor of Social Work degree and a Master of Social Work degree from East Carolina University. Mr. Manley-Rook is a certified sex offender treatment specialist and a mental health/substance abuse trainer for local stakeholders in the community.

Natasha C. Holley

MSW, LCSW, LCAS, CCS

Natasha Holley is a licensed clinical social worker and addictions specialist who serves as the Clinical Director within our organization.  She has over 10 years of experience in treating children and adults.  Mrs. Holley received a Bachelor of Science degree in Social Work from Elizabeth City State University and a Master of Social Work degree from East Carolina University.  Mrs. Holley is a certified sex offender treatment specialist and a forensic evaluator.  Mrs. Holley is a mental health/substance abuse trainer for local stakeholders in the community and is a member of the National Association of Social Workers.

Dr. Kim A. Reynolds

Dr. Reynolds is a native of Eastern North Carolina and has practiced Adult, Child and Adolescent Psychiatry in the Eastern North Carolina area for over 10 years. She completed medical school at the Brody School of Medicine at East Carolina University in 1998. She completed an internship in Internal Medicine and Psychiatry at Pitt County Memorial Hospital in 1999. Her general psychiatry residency was completed in 2001 also at Pitt County Memorial Hospital. Dr. Reynolds completed her child and adolescent psychiatry fellowship at Pitt County Memorial Hospital in 2003. Dr. Reynolds is currently a selected provider in the ECBH and Eastpointe cachement areas.

Dr. Rick Ellis

Dr Rick Ellis Dr. Ellis was born and raised in Roanoke Rapids, North Carolina and has 16 years of experience working with adult psychiatric and substance abuse consumers. Dr. Ellis received his Bachelor of Science from East Carolina University.  He also completed medical school at East Carolina University School of Medicine in 1995. He completed his residency in 2000.





Dr. Rita-Kay Mabine Davis

Dr. Rita-Kay Mabine Davis is originally from Ahoskie, North Carolina. She has practiced Adult, Child and Adolescent Psychiatry in the Eastern North Carolina area for over 10 years. She completed medical school at the Brody School of Medicine at East Carolina University in 1998. She completed general psychiatry residency in 2001 at Pitt County Memorial Hospital. Dr. Davis completed her child and adolescent psychiatry fellowship at Pitt County Memorial Hospital in 2003.

Mona Townes

Mona Townes is a Licensed Clinical Social Worker and Licensed Clinical Addictions Specialist Associate. She is a member of the National Association of Social Workers and a facilitator for Youth and Adult Mental Health First Aid (MHFA). Within our organization, Mona serves as the Mobile Crisis Director and serves as a mental health/substance abuse trainer for many stakeholders in the community.



Roxanne Banks O’Kelley

Roxanne Banks O’Kelley is a Licensed Clinical Social Worker and is currently working on becoming a Licensed Clinical Addictions Specialist Associate. She received her Bachelors of Social Work from East Carolina University in 2008 and went on to receive her Masters of Social Work from East Carolina University in 2011. Roxanne currently serves as the Assistant Clinical Director who oversees Outpatient Therapy and Intensive In Home within the agency.



Lakeisha Walker

Lakeisha Walker is a Licensed Professional Counselor and Licensed Clinical Addictions Specialist Associate from Bertie County. She takes pride in being able to pour back into the community in which she was raised. She has close to 15 years of experience in treating children and adults while assisting them with developing life improvement skills. She has a Bachelor of Science Degree in Accounting from Elizabeth City State University, a Master of Arts Degree in Professional Counseling from Liberty University and is currently pursuing a Doctorate in Strategic Leadership from Regent University. Ms. Walker currently serves as a school based therapist in Bertie County.

Tonya Leggett

Tonya Leggett is a Licensed Professional Counselor and Licensed Clinical Addiction Specialist Associate, who serves as an Outpatient therapist in the Greenville and Jackson offices. She has several years of experience working with children, adolescents and adults with mental health and substance abuse diagnoses. Tonya received a Bachelor of Science degree in Criminal Justice, Master of Arts degree in Adult Education as well as a Master of Science in Counselor Education with a Graduate Certificate in Substance Abuse from East Carolina University.

Jessica Barrow

Jessica Barrow is a Licensed Clinical Social Worker Associate who serves as an Outpatient Therapist. She has experience working in both outpatient and inpatient settings with individuals of all ages. She graduated with a Bachelor’s of Science Degree in Family and Community Services from East Carolina University and went on to obtain her Master’s Degree in Social Work at the University of North Carolina at Pembroke in 2014. She is a member of the Alpha Delta Mu National Social Work Honor Society and has a passion for helping others.

Kenyada Maye is a Licensed Clinical Social Worker Associate who holds the position of Foster Care Director. Kenyada has experience working with children and adolescents with mental health and substance abuse diagnoses. Kenyada has received her Bachelor’s of Social Work Degree in 2011 and her Masters of Social Work Degree in 2013 from East Carolina University.


Sarah Wheeler

Sarah Wheeler is a Licensed Clinical Social Worker Associate and Licensed Clinical Addiction Specialist Associate, who serves as a therapist and an Intensive In-Home Team Leader in Greenville. She has experience working with children and adolescents with mental health and substance abuse diagnoses in an in-home and residential setting. She received her Bachelors of Science degree in Rehabilitation Studies with a minor in Alcohol and Drug Studies in 2010 and a Master’s of Social Work degree in 2014 from East Carolina University.


Stephanye A. Kenyear

Stephanye Kenyear is a Mental Health Nurse Practitioner. She provides diagnosis and medication management for patients of all ages. Her experience in psychiatry is enhanced by over 30 years of practice in internal medicine, neurology, pediatrics, obstetrics and gynecology. Ms. Kenyear holds a Bachelor of Science Degree in Nursing and Post-Graduate Family Nurse Practitioner Certification from UNC-Chapel Hill. She also has a Master of Arts Degree in Professional Counseling from Liberty University.


Jan F. Culpepper

Jan F. Culpepper is a Licensed Professional Counselor Associate who currently serves as  a school based therapist in Currituck County. She has experience providing mental health counseling to children, adolescents, and adults.  Jan graduated with her Bachelor’s in Science Degree in Psychology in 2001 for Old Dominion University and received her Master’s of Arts in Professional counseling and her Certification in Trauma Studies from Liberty University in 2013.



Richelle Smallwood

Richelle Smallwood is a Licensed Clinical Social Worker. She serves as an outpatient therapist in the Greenville office of Integrated Family Services. She received her Bachelors of Social Work degree from Elizabeth City State University. She received her Masters of Social Work degree from East Carolina University. Richelle is currently receiving her certification to become a rostered group facilitator for Structured Psychotherapy for Adolescents Responding to Chronic Stress (SPARCS) through the North Carolina Child Treatment Program (NC CTP).  She is also a children’s author whose books focus on promoting a positive a self-image for youth.

Randoria A. Atkinson

Randoria A. Atkinson is a Licensed Clinical Social Worker Associate who currently serves as an Outpatient Therapist. Randoria is a graduate of East Carolina University with a Bachelor and Master Degree in Social Work. Randoria is originally from LaGrange/Kinston, NC. Randoria is passionate about advocating for youth that have experienced sexual trauma, are at-risk, and/or involved in the Juvenile Justice System, individuals affected by domestic violence, and families. Randoria is active in both her Lenoir and Pitt County communities through outreach, advocacy, and awareness of various issues. She has experience working in various settings including domestic violence shelters, non-profit agencies, homeless shelters, IAFT foster care, crisis response, community centers, and public speaking.

Tracy Hyde

Tracy Hyde Licensed Clinical Social Work AssociateTracy is a Licensed Clinical Social Work Associate who serves as the Mobile Crisis Supervisor in our agencies Jacksonville Office which services all of Onslow County. She obtained her Bachelors of Social work degree in 2014 from East Carolina University where she also obtained her Masters of Social Work degree in May, 2016. Tracy has experience in working with individuals of all ages with mental health, substance abuse and developmental disability concerns, specifically those experiencing crises.



Wendy E. West

Wendy is a graduate from Elizabeth City State University where she graduated in 2004 with her Bachelor of Social Work. Wendy served as the President of the Social Work Club and assisted in facilitating the annual Social Work Reunion/Banquet in 2004 by acting as Master of Ceremonies.  Wendy graduated with summa Cum Laude honors. Wendy went on to graduate in 2007 from Norfolk State University in 2007 with her Master in Social Work where she majored in Death and Dying and also Geriatric Studies. She became fully licensed in July of 2011 but has worked in mental health and social work since beginning her internships in 2004. She is currently a Licensed Addiction Specialist Associate and has plans to become fully licensed by the end of this year. Wendy currently practices as a Generalist Practitioner and sees both children and adults. Wendy currently works out of Elizabeth City office and at the Ahoskie office.

Keith Poche

Keith Poche is a licensed clinical social worker. He has 23 years experience working with children and adults. Keith received his Bachelors of Science in Criminal Justice from Northern Arizona University and a Masters of Social Work from California State University.





Ashley Johnson

Ashley Johnson is a Licensed Marriage and Family Therapist Associate who serves as an outpatient therapist in Greenville. She obtained her Bachelor of Science in Family and Community Services from East Carolina University and went on to obtain her Master of Science in Marriage and Family Therapy from East Carolina University as well. She has experience working with individuals, couples, and families with a variety of presenting problems. She has experience helping couples and families with communication skills, parenting skills, boundaries, and emotional regulation and expression. She also has experience helping individuals with a variety of different mental health diagnoses. She has a passion for helping others, assisting people with bettering their relationships, and strengthening families.

Matt Cox

Matt Cox serves as a school-based therapist in Pitt County. Matt is a licensed professional counselor, and licensed clinical addictions specialist associate. Matt is a Greenville native and earned his Master’s of Public Health and Master’s of Science in Substance Abuse and Clinical Counseling from East Carolina University. He currently serves five schools in Pitt County in addition to providing outpatient therapy.
